Overview of gambling in Brazil
Brazil is somewhat of an outlier in South America when it comes to gambling. Brazil’s aggressive laws against gambling date back to 1941 when the Criminal Contravention Act outlaws games of chance. By 1946, all gambling licenses had been cancelled, and gambling was officially outlawed. However, it still widely took place in what was now an unregulated and unlicensed industry. By 1960, the government started rescinding licenses for lottery outlets, with only state-run and operated outlets allowed to service the country’s increasing interest in gambling.
In 1993, bingo halls were allowed to open, on the condition they were used as “charity” for sporting clubs and federations. Fast forward to 2004, and the government went back on this and started forcing bingo halls to close down. Fierce opposition and countless court cases gave many clubs the confidence to remain open, however, with many hundreds of bingo halls still in operation.
Laws related to slot machines are similarly vague and inconsistent: they are illegal, but a loop hole in the law has allowed many venues to operate gaming halls that house gaming machines. Should a Brazilian resident not have access to bingo halls or gaming machines, they can almost certainly find a place to bet on horse racing, which is a long-held gambling tradition in the country.
Poker is becoming increasingly popular, with the government mostly turning a blind eye from tournaments as it treats the game as one of skill rather than chance. Experts believe that as the population becomes more connected, online poker will explode and take over the industry in the country.
Brazilian authorities have tried with little luck to place an outright ban on foreign casinos and betting agencies from offering services to residents, but these laws haven’t been passed. There were also plans to force ISPs and banks to block any and all attempt to make transactions on online gambling sites, another idea that never came to fruition.
