Frustratingly for the industry, the European Court Of Justice has often found in favour of Sweden, arguing that its decision to control gambling is in the best interests of the citizens, and that it’s a reasonable outcome to avoid illegal operators. This however hasn’t stopped the growth of underground, unlicensed and unregulated operators from having a presence within Sweden.
There is good news, however, and that is that despite being state-owned, the gambling scene in Sweden is rather strong. There are four casinos, owned by the state-run monopoly Casino Cosmopol, which is itself controlled by Svenska Spel.
