Overview of Macau’s gambling laws

The Macau Gaming Inspection and Coordination Bureau (Direcção de Inspecção e Coordenação de Jogos or DICJ) is the main authority responsible for overseeing Macau’s gambling laws, operating under the legal framework of the Macau Gaming Law (Law 16/2001) which covers all commercial gambling operations including casino games, lottery, sports betting, horse racing, electronic gaming machines, gaming credit law and junket commissions. The DICJ works closely with the Public Security Police Force of Macau to control the gambling industry, regularly busting illegal gambling rings that include proxy betting and junket operators.
Is online gambling legal in Macau?
As a Special Administrative Region of China, Macau’s gambling laws differ from the Chinese mainland, but strict rules and laws still apply.
Macau’s Gaming Law does allow privately-owned entities to run online gambling operations, provided they have been issued a Macanese license to do so, but to date no Macau licenses have been issued, resulting in many Macanese residents gambling at offshore casino sites. With gambling accounting for so much of Macau’s revenue, it’s surprising the government hasn’t done more to regulate the online gambling industry, but for now, no such regulated market exists and there doesn’t appear to be any penalty for players found gambling at international casino sites. It’s probably safe to assume this will change in the future as a crackdown on online gambling in Macau seems highly likely.
