As a Special Administrative Region of China, Macau’s gambling laws differ from the Chinese mainland, but strict rules and laws still apply.
Macau’s Gaming Law does allow privately-owned entities to run online gambling operations, provided they have been issued a Macanese license to do so, but to date no Macau licenses have been issued, resulting in many Macanese residents gambling at offshore casino sites. With gambling accounting for so much of Macau’s revenue, it’s surprising the government hasn’t done more to regulate the online gambling industry, but for now, no such regulated market exists and there doesn’t appear to be any penalty for players found gambling at international casino sites.
